Anyone who qualifies for being an agent. 

How much can an agent make?
An agent has the option of collecting commissions on sales they generate or they can purchase the service at an agent's discounted rate and bill their clients themselves. Seeing that there are billions of faxes sent and received each year using "legacy" fax systems, the worldwide market to convert fax users to the SRFAX solution is astronomical. You can make as much or as little as you would like since the market is virtually untapped.
